Initializes an AwbiDataNonFile, with or without specifying the last year of historical wage bases.
There are two versions of the AwbiDataNonFile constructor. Both specify the last year of projection. The last year of historical wage bases can be specified; otherwise, it is set equal to the last year of historical wage bases stored in the code.
