isApplicable Method

Determines applicability of method.

There are two versions of this function. The version with no arguments uses stored data, passing it to the static version with three arguments.

	ChildCareCalc::isApplicable ()	Determines applicability of method using stored data.
	ChildCareCalc::isApplicable (WorkerDataGeneral&, PiaData&, WorkerDataGeneral::ben_type)	Determines applicability of method using passed data.
