Returns maximum number of usable years for special minimum.
There are two versions of the specMinMaxYears function. The one with two arguments returns the maximum number of usable years for special minimum for a specified year of eligibility and year of benefit. The one with no arguments returns the maximum number of usable years for any year of eligibility and year of benefit.
