Catch-up benefit increases for 10 years of eligibility.
CatchupIncreases catchup[NUM_CATCHUP_ELIG_YEARS];
Array index is year of eligibility, measured from the starting year (0 to 9). For a given array index, calendar year of increase in catchup goes from the starting year plus 2 to the starting year plus 9.
