Returns first year that benefit increases are applied.
int yearCpi1Cal() const;
First year that benefit increases are applied.
This should be called after colasApply has been calculated. If colasApply is true, returns year of prior disability cessation. Otherwise returns year of entitlement in life case, year of death in survivor case.
