Checks for first year of earnings within bounds, using passed values, with a backward projection.

Parameters	Description
int ibegint	First year of earnings in backward projection period.
int ibegin1t	Last year of earnings in backward projection period.

Exceptions	Description
PiaException	PiaException of type PIA_IDS_BEGIN2 if last year of earnings is before first year of earnings in backward projection period.
