Parameters	Description
DoubleAnnual& pia77	PIA or MFB to be increased.
int year1	First year of benefit increases.
const DateMoyr& dateMoyr2	The date up to which to apply benefit increases.

PIA or MFB increased by benefit increases.

Calls applyColas, with a fourth argument equal to the second argument.
