Calculates number of years of coverage, using passed argument for amounts required for coverage.

Parameters	Description
double pre1951	Pre-1951 earnings.
const DoubleAnnual& earnings	Annual earnings, starting in 1951.
int year	Last year of earnings considered.
const DoubleAnnual& yocAmount	Amount required for year of coverage.

Number of years of coverage.

This version does not save indicators for years used.
