Returns special minimum pia as of a specified month.

Parameters	Description
const DateMoyr& dateMoyr	Month and year for which pia is desired (January 1979 or later).
int yoc	Years of coverage in excess of 10 (1-20).

Special minimum pia, based on changed law.
