Calculates reduction factor for OAB or DIB.

Number of months of reduction.

Reduction factor for OAB or DIB.

Remarks

The reduction is 5/9 of 1 percent for each of the first 36 months of reduction, and 5/12 of 1 percent for each additional month. Assumes a maximum of 60 months of reduction.
