The age for which reduction is being calculated. 
const DateMoyr& benefitDate 
The date of benefit. 
const Age& fullRetAge 
Full retirement age of widow(er). 
Returns

Number of months of actuarial reduction for disabled widow(er).

Remarks

Before 1984, includes all months from entitlement date to age 65. Starting in 1984, includes months only from age 60 to full retirement age.
