This should only be called in cases where the deceased worker was an OAB before death. Note that this is a static function.
Before 1973, the widow benefit was 82.5 percent of PIA. Starting in 1973, there was an age-related factor applied to the PIA, resulting in benefits that could be more or less than 82.5 percent of PIA. As part of that change, widow benefits were limited to what the deceased worker was receiving as an OAB. If he was not receiving an OAB, there was no limit. He could have been receiving a benefit as low as 80 percent of PIA. But if he was receiving less than 82.5 percent of PIA, the widow can still get 82.5 percent of PIA, so as not to get less than she could have gotten before the law changed.
