Sets the first projected year, including for members.
void setIstart( int newIstart );

New first projected year. |
The first projected year is set in the constructor, but may be reset by this function. This is only necessary if the user wants to change the base year for computations, which is rare (such as when a pension actuary wants to get a benefit with the law as it stood at a prior date).
