Background

This transmittal amends chapter I-3-8 of the Hearings, Appeals and Litigation Law (HALLEX) manual to provide updated instruction for proffer issues at the Appeals Council level.

Explanation of Content and Changes

HALLEX I-3-8 is amended as follows:

I-3-8-5 – We changed the title to “Medical Support Staff Reports” for consistency with HALLEX I-3-2-11, and updated the cross reference regarding proffer instructions to reference new section I-3-2-16.

I-3-8-10 – We removed an outdated cross reference in subsection B. We moved the information previously in subsection C to HALLEX I-3-2-16 and replaced the information with a cross reference.
