New Medical Listing for Evaluating
Down Syndrome in Adults

New rules for evaluating Down Syndrome in adults became effective June 19, 2000. Current regulations only include a listing for evaluating Down Syndrome in children. Until now, claims for adults involving the mental and physical impairments associated with Down Syndrome were evaluated under other medical listings. The new adult rules consider the lifelong impact and severity of this disorder and are designed to simplify and expedite the adjudication of claims. New Rules Expand List of Acceptable Sources of Disability Evidence

On July 3, 2000, final rules regarding sources of evidence for establishing disability under the Social Security and Supplemental Security programs go into effect. The revised rules clarify and expand the list of sources that can provide evidence to establish a disabling impairment. The list of acceptable sources now includes certain licensed or certified school psychologists, licensed podiatrists and speech-language pathologists. Other revisions provide for the submission of acceptable evidence from sources not specifically defined. We have also revised the definition of the term "medical consultant" to include additional acceptable medical sources. See the Federal Register of June 1, 2000 for details.


President Clinton Names Three Members to the Ticket to Work and Work Incentives Advisory Panel

On June 14, 2000 President Clinton announced his intent to appoint Sarah W. Mitchell, Bryon R. MacDonald and Thomas P. Golden to serve as members of the Ticket to Work and Work Incentives Advisory Panel. Ms. Mitchell will chair the group.

The Ticket to Work and Work Incentives Improvement Act of 1999 (P.L.106-170) established the advisory panel within the Social Security Administration. The panel will advise the President, the Congress, and the Commissioner of Social Security on issues related to work incentives programs, planning, and assistance for individuals with disabilities. http://www.ssa.gov/enews/enewspress61600.htm
