Each year
the Department of Housing and Urban Development identifies grant awardees
who provide very low cost housing, known as safe havens, to homeless persons
who are unwilling or unable to participate in mental health treatment
programs or to receive other supportive services. An individual
residing in a safe haven will not be considered a resident of a public
institution nor be charged in-kind support and maintenance for SSI purposes,
to the extent that such support and maintenance is provided as a result
of a safe havens demonstration program.
