The President Signs H.R. 4872, the “Health Care and Education Reconciliation Act of 2010”

 

On March 30, 2010, President Obama signed into law H.R. 4872, the “Health Care and Education Reconciliation Act of 2010,” which became P. L. 111-152. The law contains a number of revisions and additions to P.L. 111-148 , the “Patient Protection and Affordable Care Act.” (See Legislative Bulletin 111-40 for descriptions of provisions in P.L. 111-148 and H.R. 4872.)

The House passed H.R. 4872 on March 21 by a vote of 220 to 211. On March 25, the Senate passed the bill, by a vote of 56 to 43, after striking two provisions related to education grants. Later that day, the House passed the bill with the Senate amendments by a vote of 220 to 207. All of the provisions of interest to SSA in H.R. 4872 were enacted.

Of particular interest, P. L. 111-152 establishes a “Health Insurance Reform Implementation Fund” within the Department of Health and Human Services to carry out the “Patient Protection and Affordable Care Act” and amendments made by the “Health Care and Education Reconciliation Act of 2010” and a ppropriates $1 billion for Federal administrative expenses to carry out the Acts.1
