The House Passes H.R. 5072,
The FHA Reform Act of 2010 1

On June 10, 2010, the House passed H.R. 5072, the “FHA Reform Act of 2010,” by a vote of 406 - 4.  The bill would improve the financial safety and soundness of the FHA mortgage insurance program.

The bill would not impose any requirements on SSA, but does include the following provision of interest.

Identification Requirements for Borrowers

  • Would prohibit the Secretary of Housing and Urban Development (HUD) from insuring mortgages for 1- to 4-family dwellings unless the mortgagor provides a valid Social Security Number and is a United States citizen, a lawful permanent resident, or an alien who legally resides and is authorized to work in the United States.  
  • Would require the Secretary of HUD to establish policies for mortgagees to verify compliance with these requirements.
  • Would be effective upon enactment.
