FACEBOOK COMES UP AND WE KNOW IT BECOMES A VERY POPULAR PARADIGM
OR -- IN FACT, WE'VE SEEN DOZENS OF NEW SOCIAL MEDIA THINGS
COMING UP. AND WE HAVE NO IDEA WHAT'S GOING
TO COME UP IN THE NEXT TWO OR THREE YEARS.
BUT HOW DO WE SET THINGS UP SO THAT WHEN PEOPLE GET EXCITED
ABOUT CERTAIN THINGS WE DON'T HAVE TO WAIT TWO TO THREE YEARS
BEFORE WE CAN ACTUALLY START TESTING THEM, WE DON'T HAVE TO
SPEND MILLIONS AND MILLIONS -- LET ME TELL YOU, WE SPEND
MILLIONS OF DOLLARS ANALYZING THINGS, TALKING ABOUT THEM,
GETTING FEEDBACK AND TRYING THEM OUT.
THEY FAIL, AND WE SCREAM AT EACH OTHER AND WE JUST NEVER
LOOK AT IT AGAIN. HOW DO WE CREATE AN ENVIRONMENT
AND AN INFRASTRUCTURE WHEREIN WHEN SOMEBODY HAS AN IDEA THAT
SAYS, I WANT TO TEST THIS OUT, WE CAN PLUG IT IN IN LITERALLY
THREE, FOUR DAYS -- BECAUSE IT'S'S DOABLE -- HAVE PEOPLE USE
IT, SEE IF IT MAKES SENSE; IF IT'S NOT COSTLY, LET IT
RIDE FOR A WHILE. WE MIGHT MODIFY THINGS AS WE GO

COMMISSIONERS YESTERDAY. AND WE TALKED ABOUT TECHNOLOGY,
AND IT WAS KIND OF LIKE A FRUSTRATING THING BECAUSE PEOPLE
SAID, WELL, YOU KNOW, WE NEED TO MODERNIZE, WE NEED TO GET RID OF
COBOL -- THEY DIDN'T MENTION THAT, BUT EVERYBODY KIND OF
THINKS OF IT -- WE NEED TO BECOME MORE SERVICE ORIENTED.
IT COSTS MILLIONS, I MEAN HUNDREDS OF MILLIONS OF DOLLARS
TO INVEST IN THESE TECHNOLOGIES. GUESS WHAT?
THE REALITIES ARE THE NEXT FIVE YEARS OR SO, IT'S GOING TO BE SO
HARD TO GET MONEY. I MEAN, WE DO HAVE THESE
ENORMOUS DEFICITS. AND I COULD SEE SAD FACES KIND

INVESTMENTS IN TECHNOLOGY -- BECAUSE WE HAVE TO KEEP THE

DELIVERING SERVICES. WHAT DO WE DO?
HOW DO WE GET TO WHERE WE WANT TO GO IN TWO, THREE, FOUR, FIVE
YEARS WITH APPROPRIATELY PLACED SMALL INVESTMENTS THAT WILL GET
US TO WHERE WE HAVE TO GO? ANY IDEAS, BY THE WAY?
