Data for claims filed in 1998 are preliminary estimates as of February 1999. The ultimate number of allowances and denials are subject to change until all initial decisions have been completed and all appeals are final.

2 Includes cases appealed to the Office of Hearings and Appeals, as well as beyond OHA to the Federal courts.

3 Number of allowances as a percentage of decisions (allowances plus denials) at this level.

4 Number of appeals to the next level as a percentage of denials at this level. For years where decisions are still pending, the preliminary percentage shown could change substantially as all claims are processed.

5 Number of persons appealing beyond the reconsideration level.
