A. Releasing the Certified Administrative Record (CAR)

The Court Records Assistant (CRA) will send hearing recordings and paper copies of the CAR, if applicable, by United Parcel Service (UPS) to the appropriate Office of the General Counsel location and to the United States Attorney for the appropriate jurisdiction.

The CRA will enter a remark in the Appeals Review Processing System (ARPS) containing the following information:

  • The UPS tracking number(s);

  • Number of recordings and paper copies sent; and

  • Where the items were sent.

The CRA will then take the following actions in ARPS:

  • Complete and close any necessary to-do items or diaries;

  • Input the CAR's page count;

  • Check the routing (if the case is electronic, input the Detailed Office/Organization Resource System (DOORS) code; if paper, follow the instructions in B below); and

  • Close the case.

B. Routing Paper Claim(s) Files

For paper claim(s) files, Court Case Preparation and Review Branch (CCPRB) staff will:

  • Ensure each claim(s) file has a barcode label. If a claim(s) file does not have a label, CCPRB staff will use a black marker to legibly print the claimant's Social Security number on the front file tab and the last name, first initial on the back tab.

  • Check the routing in ARPS to ensure that the case is routed to “L0E,” the DOORS code for UPS ground shipping to the following address:

  • Ensure that all the original documents and hearing recording(s) are in the claim(s) file;

    NOTE:

    For concurrent title II and title XVI cases, place the hearing recording(s) in the title II folder.

  • Ensure that an “Active Appeal Period” flag is attached to the claim(s) file;

  • Send the paper file via UPS to the address above; and

  • Enter a remark with the UPS tracking number(s) in ARPS.
