I-4-5-25.Instructions for Preparing Memorandum to the Office of the General Counsel

After the Appeals Council has decided upon a course of action, the analyst will prepare in final form a memorandum to the appropriate Office of the General Counsel (OGC). The “Re:” line will include the name of the court case, the court jurisdiction, and the civil action number. The body of the memorandum will clearly explain the reasons underlying the Council's disposition of the case. The name of the branch chief will appear on the “From:” line and below the body of the memorandum, and a “By” line with the analyst's name, job title, and telephone number will be typed below the name of the branch chief. If necessary, envelopes to the Regional Chief Counsel's office, OGC in Baltimore, and the appropriate office of the United States Attorney will be prepared.
