Background

This transmittal amends section I-2-2-20 of the Hearings, Appeals and Litigation Law (HALLEX) manual to update instructions relating to objections to the issues an administrative law judge (ALJ) will decide at the hearing.

Explanation of Content and Changes

We amended HALLEX I-2-2-20 by incorporating references to the applicable regulations and other helpful HALLEX instructions. We made editorial changes to the existing language to more closely mirror the language in the regulations. We also added a clarification regarding other objections that an ALJ may be asked to consider that are not subject to 20 CFR 404.939 and 416.1439.
