This transmittal revises section I-2-652 A., Opening Statement — General, to provide examples of questions an Administrative Law Judge (ALJ) should ask an unrepresented claimant to ensure that the claimant is capable of making an informed choice about representation, and to include a statement that the ALJ must enter into the record the acknowledgment letter and enclosure(s) that the hearing office (HO) sends to an unrepresented claimant.
