Subject: General Workup and Procedures

Background

This transmittal amends Hearings, Appeals and Litigation Law (HALLEX) manual section I-3-2-12 to update guidance on obtaining queries and to include instructions on checking address information. We also made minor editorial changes throughout this section.

Explanation of Content and Changes

I-3-2-12 – We revised the title from “Obtaining Earnings Information” to “Obtaining Earnings Information and Queries” so that we could include instructions for obtaining queries to check claimant addresses.

I-3-2-12 A.2 – We added a new subsection to provide instructions for checking the queries to verify that address information in the Appeals Review Processing System (ARPS) is current and accurate.

I-3-2-12 B. – We removed the Office of Hearings and Appeals Query (OHAQ) and added the Customer Service Record (CSR) and National Directory of New Hires (NDNH) to the list of queries the analyst is required to obtain. We added Program Operations Manual references for each of the required queries. We also included instructions that if there are recent earnings that may change the date last insured or date first insured, the analyst will obtain a Disability Insured Status Calculator Online (DISCO) query, and moved information about the DISCO from the Note to the text of this subsection. In addition, we moved previous information in this subsection regarding the SEQY and DEQY and created Note 1. Lastly, we added Note 2 to reference HALLEX I-3-8-30 A.2. to provide instructions on how to locate the claimant's address.
