Subject: General Workup and Analysis Procedures
This transmittal amends section I-3-2-12 of the Hearings, Appeals and Litigation Law (HALLEX) manual to update instructions relating to obtaining earnings information and queries.
HALLEX I-3-2-12 – In subsection B, we added Note 1 to clarify that the National Directory of New Hires (NDNH) query may not be used in Retirement & Survivors Insurance cases. We also added Note 2 to clarify that the NDNH query should be utilized consistent with the instructions in the Program Operations Manual System. In addition, we added Note 3 to clarify when we should exhibit the NDNH query. We also clarified that when the NDNH query is not exhibited, the analyst will move the NDNH query to the “C” section of the electronic or paper file to ensure deletion or removal, respectively, upon case closure. Finally, we renumbered the subsequent two notes in subsection B, and made editorial changes to improve readability throughout.
