Subject: General Workup and Analysis Procedures
This transmittal adds Hearings, Appeals and Litigation Law (HALLEX) manual section I-3-2-60 to provide guidance on split actions.
HALLEX I-3-2-60 – We created the section, titled “Single or Separate Final Action Documents for Claims With the Same or Different Titles,” to provide case processing instructions for when the Appeals Council (1) takes different actions on the same title, or different actions on concurrent claims with a common issue(s) in the claims; (2) takes different actions on concurrent claims that involve different titles with no common issues in the claims, commonly referenced as “split actions;” and (3) takes one action on different claims filed under the same title of the Social Security Act with a common issue(s) in the claims.
