The Office of Policy, Planning and Evaluation (OPPE) is the national coordination point for HALLEX. OPPE performs the following functions:
Develops policies, standards and procedures for maintaining HALLEX.
Develops the guiding principles enunciating the bases for operational policy and procedures.
Reviews all proposed issuances for conformity and consistency with established standards, policies and procedures.
Maintains records of issuances published in the system.
The Office of the Chief Administrative Law Judge (OCALJ) and the Office of Appellate Operations (OAO) develop and update procedures they require to carry out policy and process their workloads. "Procedures" means the step-by-step instructions the component's staff follow and the "standardized text" that components require to process cases.
The component(s) responsible for implementing a specific policy must:
Establish accurate, current and complete procedures; and
Prepare issuances that comply with the instructions for preparers in this chapter.
OPPE, OCALJ and OAO are the primary authors of HALLEX material and have ownership over certain segments of HALLEX as follows.
Division 1 (General Subjects) - OPPE, OCALJ and OAO depending on the subject matter.
Division 2 (Administrative Law Judge Hearings) - OCALJ
Division 3 (Appeals Council Review) - OAO
Division 4 (Civil Actions) - OAO
Division 5 (Temporary Instructions) — OPPE, OCALJ and OAO, depending on the subject matter.
