Subject: Receipt of New Civil Action

Background

This transmittal amends Hearings, Appeals and Litigation Law (HALLEX) manual section I-4-1-12 to update procedures for routing paper claim(s) files and hearing recordings. Office of Hearings Operations and Office of Appellate Operations staff now route paper claim(s) files with the hearing recording(s) to the Social Security Administration's National Records Center in Independence, Missouri, or if the claim is favorably decided, to the appropriate effectuating component.

Explanation of Content and Changes

HALLEX I-4-1-12 – In subsection B, we updated the procedures for obtaining paper claim(s) files. In new sub-subsection B.4., we added instructions for situations when a claim(s) file cannot be located. In addition, we updated the NOTE in sub-subsection C.2. for case processing when a hearing recording is certified as lost. We also made minor editorial and formatting changes throughout this section.
