Subject: Preparing the Certified Administrative Record
This transmittal amends Hearings, Appeals and Litigation Law (HALLEX) manual sections I-4-2-1 and I-4-2-10 to update procedures for when staff discover additional evidence while preparing a certified administrative record (CAR).
HALLEX I-4-2-1 – We changed a cross-reference from HALLEX I-4-1-15 D to HALLEX I-4-4-25. We removed the NOTE because it contained outdated information. We also made minor editorial changes throughout.
HALLEX I-4-2-10 – We added information in subsections B and C to clarify when staff will add additional evidence to the CAR based on the instructions in HALLEX I-4-4-25. We also made minor editorial changes throughout.
