Subject: Office of Appellate Operations Division of Civil Actions – Functions and Responsibilities
This transmittal amends sections I-4-0-10 and I-4-0-40 of the Hearings, Appeals and Litigation Law (HALLEX) manual and archives section I-4-0-50 of the HALLEX manual to update our policies and instructions concerning how the Office of Appellate Operations' (OAO) Division of Civil Actions (DCA) handles district court litigation.
I-4-0-10 – We amended the section name and subsections A and B to remove language referencing the United States Attorney. In subsection C, we made a minor change to reflect agency policy regarding use of gender-neutral language.
I-4-0-40 – We made minor editorial changes and removed references to POMS GN 00502.050 and GN 03001.012 as they have been archived. We removed the note in subsection C, as it is outdated. We removed subsection D, as it repeats the information available in subsection C.
I-4-0-50 – We archived this section, as existing instructions can be found in HALLEX I-1-9.
