Background

On October 22, 1991, the United States District Court for the Western District of Washington issued an order that modified the terms of the stipulated settlement agreement and order of April 4, 1989, in Morrison, Doe & Decker. Subsequently, on November 21, 1991, the Associate Commissioner issued a memorandum to all OHA adjudicators to implement and explain the effect of the order on processing Morrison cases at the OHA level.

Explanation of Content and Changes

This Supplement A incorporates the instructions in the Associate Commissioner's November 21, 1991 memorandum.
