Our Mission

The Office of Acquisition and Grants (OAG) is responsible for SSA-wide acquisition and grants programs supporting the Agency's mission and strategic goals. OAG directs the business management aspects of these activities, and develops and implements applicable policies, procedures, and directives.

The Office of Acquisition and Grants (OAG) is the principal procurement office of SSA. Adam Goldstein is the Associate Commissioner and Pamela Kontz is the Deputy Associate Commissioner for OAG.

The Office of the Associate Commissioner has overall responsibility for the award and administration of contracts and grants for SSA.

The Office of Information Technology Acquisition, whose Director is Syreeta Gay, is responsible for acquisition of information technology products and related services.

The Office of Operations Contracts, directed by John Andrews, is responsible for acquisition of headquarters and regional facilities services and acquisition of all other non-IT products and services.

The Office of Acquisition Support, whose Director is Dawn Caracci, provides acquisition policy and cost analysis audit support to OAG. This office also administers the purchase card program.

Social Security Administration - 12/09/21 Update on Implementation of Executive Order 14042, Ensuring Adequate Covid Safety Protocols for Federal Contractors

The Government will take no action to enforce the clause implementing requirements of Executive Order 14042, absent further written notice from the agency, where the place of performance identified in the contract is in a U.S. state or outlying area subject to a court order prohibiting the application of requirements pursuant to the Executive Order (hereinafter, “Excluded State or Outlying Area”).  In all other circumstances, the Government will enforce the clause, except for contractor employees who perform substantial work on or in connection with a covered contract in an Excluded State or Outlying Area, or in a covered contractor workplace located in an Excluded State or Outlying Area.  A current list of such Excluded States and Outlying Areas is maintained at https://www.saferfederalworkforce.gov/contractors/.

SSA Vendor Repository

This document provides instructions on how vendors can submit information to be included in the newly created SSA vendor database. This database will be used for Contract Officer Technical Representative (COTR) market research.

System for Award Management (SAM)

The System for Award Management (SAM) is the primary Government repository for prospective Federal awardee and Federal awardee information and the centralized Government system for certain contracting, grants, and other assistance-related processes. There is no charge for registration in SAM.

IMPORTANT NOTICE:  Get Ready for SAM’s April 4, 2022 Transition from DUNS to UEI (SAM)

By April of 2022, the Federal Government will stop using the DUNS number to uniquely identify entities.  At that point, entities doing business with the Federal Government will use a Unique Entity Identifier (UEI) created in SAM.gov.  To learn more about the transition from the UEI (DUNS) to UEI (SAM), go to the Federal Service Desk home page and click on the green “HELP ON UEI TRANSITION” button.

SSA’s Highlights for Contractors or Prospective Contractors Regarding the UEI Transition (NOTE:  Please check back periodically on this page for any updates.)

1.  SSA is updating its systems to be ready for the UEI transition.

2.  Effect on Contractor Invoicing.  The agency has updated its contractor invoicing procedures to align with the UEI transition.

3.  For Prime Contractors Submitting Subcontractor Reporting (as on FSRS or eSRS):  Ensure that any such subcontractor being reported has a UEI (SAM) prior to the April 4, 2022 transition.  Use the subcontractor’s UEI (SAM) for reporting starting on April 4, 2022.  Refer any subcontractor with questions on obtaining a UEI to the Federal Service Desk (see above) and/or the additional resources listed below.

SSA’s Highlights for Grantees or Prospective Grantees Regarding the UEI Transition (NOTE:  Please check back periodically on this page for any updates.)

1. SSA partners with GrantSolutions to manage the full lifecycle of its grant programs.  GrantSolutions provides updates on its own UEI transition on its website (see GrantSolutions Updates - GrantSolutions).

2. As with contractors involved with subcontractor reporting, grantees reporting on sub-recipients should also verify such sub-recipients have a UEI (SAM), even if they have a current DUNS, well before the transition on April 4, 2022, to ensure continuity in reporting on this date and thereafter.  See the details in #3., above, on how to ensure they have a UEI (SAM).

Attention - Prime Contractors and Small Business Subcontractors

On July 11, 2012, the Office of Management and Budget (OMB) issued Memorandum M-12-16, "Providing Prompt Payment to Small Business Subcontractors," to further the goal established in OMB's September 14, 2011 Memorandum M-11-32, "Accelerated Payments to Small Business for Goods and Services."

Memorandum M-12-16 (as extended by OMB Memorandums M-13-15, M-14-10, and M-17-13, “Extension of Policy to Provide Accelerated Payment to Small Business Subcontractors,” until December 31, 2017) established a policy for Federal agencies to accelerate payments to all prime contractors allowing them to accelerate payments to their small business subcontractors. Consistent with Memorandum M-11-32, the goal was to make payments to all prime contractors quickly upon receipt of a proper invoice and required documentation.

The Federal Acquisition Regulation (FAR) now requires agencies to: take measures to ensure prime contractors pay small business subcontractors on an accelerated timetable to the maximum extent practicable upon receipt of accelerated payments from the Government; and include FAR clause 52.232-40, "Providing Accelerated Payments to Small Business Subcontractors," in all solicitations and contracts.  The clause requires:

Prime contractors to make accelerated payments to their small business subcontractors to the maximum extent practicable upon receipt of accelerated payments from the Government, and prior to when such payments are required under the contract or subcontract after receipt of a proper invoice and other required documentation. 

Additionally, prime contractors are to include this clause in all subcontracts with small business concerns.

NOTE: This acceleration does not provide any new rights under the Prompt Payment Act (PPA) and does not affect the application of the Prompt Payment Act's (PPA) late-payment interest penalty provisions.  Under the PPA, when an agency does not pay the contractor the amount due by "the required payment date", it triggers an interest penalty. This acceleration does not modify the "required payment date" and does not otherwise modify the operation of the interest penalty.
