Subject: Representative Fees
This transmittal amends Section I-1-2-10 of the Hearings, Appeals and Litigation Law (HALLEX) manual for clarity and to add instructions on, and references to, using the Registration, Appointment and Services for Representatives (RASR) application. It also adds instructions to reflect a representative's fee waiver and deletes instructions regarding a representative's collection of an assessment amount from the claimant.
I-1-2-10 – We revised the title and changed language throughout the section for clarity and gender neutrality. We amended subsection C to add instructions for updating the Case Processing and Management System, for cases in the Office of Hearings Operations (OHO), and the Appeals Review Processing System, for cases at the Office of Appellate Operations, to reflect a representative's fee waiver and added that OHO staff need not update the Hearings and Appeals Case Processing System (HACPS) because information added or updated in RASR automatically propagates in HACPS. We also added instructions to update RASR if the representative is registered for direct payment. In section D, we deleted instruction regarding a representative's collection of an assessment amount from the claimant, which is beyond the scope of the section.
