Explanation of Content and Changes
This transmittal updates section I-1-0-3 regarding the HALLEX audience and reflects the reorganization of the Office of Appellate Operations (OAO) and the former Office of Civil Actions (OCA). The transmittal also updates the audience to include the Appeals Officer, Attorney-Adviser and Paralegal Analyst positions and makes a number of minor editorial revisions.
