Background
This transmittal amends section I-2-6-15 of the Hearings, Appeals and Litigation Law (HALLEX) manual for consistency with a Federal Register Notice (FRN) published on April 18, 2016. See 81 FR 22697.
Explanation of Content and Changes
In HALLEX I-2-6-15, we amended sub-subsection A.2. to reflect changes based on the FRN. We also made minor technical edits throughout the section for clarity.
