Background

This transmittal amends section I-2-1-88 of the Hearings, Appeals and Litigation Law (HALLEX) manual to update and clarify instructions related to case specific communications between Administrative Law Judges (ALJs) and the Appeals Council (AC).

Explanation of Content and Changes

I-2-1-88 – We added new language at the end of section A clarifying that case specific communications between ALJs and the AC outside of the Appeals Council Feedback Initiative process is inappropriate. We also made minor editorial changes to all sections.
