Background
This transmittal amends section I-3-8-20 of the Hearings, Appeals and Litigation Law (HALLEX) manual to clarify instructions relating to writing an Appeals Council decision.
Explanation of Content and Changes
We made editorial changes in HALLEX I-3-8-20 B.2. to clarify that an Appeals Council decision must address subjective complaints, pain, and other symptom evaluation when relevant to the decision. We also made several other minor editorial corrections.
