Background
This transmittal amends section I-3-9-84 of the Hearings, Appeals and Litigation Law (HALLEX) manual to update instructions relating to proffering evidence, consistent with other updates to HALLEX.

We amended HALLEX I-3-9-84 to update instructions relating to proffering evidence consistent with new instructions in HALLEX I-3-2-16.
