Administrative wage garnishment

The Debt Collection Improvement Act of 1996 authorizes federal agencies to garnish up to 15% of a delinquent debtor’s disposable pay without a court order.

All employers are required to comply or they’re liable for garnishment amounts not withheld. Employers cannot retaliate against debtors.

Delinquent debtors receive a notice providing 60 days of due process before administrative wage garnishment is initiated.

There are a number of options to submit garnishment payments to Social Security.

To calculate the correct amount to deduct from the employee's pay, employers may use Fiscal Service's online calculator.

Employers may also use paper form SF-329C.

You will need the Remittance ID from the Wage Garnishment Order or the Payment Options page to pay Social Security.
