Article 2 designates the agencies in each country that will have primary responsibility for coordinating and administering the coverage and benefit provisions of the Agreement. SSA is the designated liaison agency for the United States. The Center for Social Security of Migrant Workers (CLEISS) is the counterpart liaison agency for France, except that, with respect to the French social security program for mine workers, the French liaison agency is the National Independent Social Security Fund for Miners (CANSSM).
