Background
On August 24, 1987, OHA issued Temporary Instruction (TI) 5-418 (formerly Interim Circular No. 197) to comply with the terms of the Samuels court order and to provide instructions concerning the adjudication of pending cases.
Explanation of Content and Changes
This TI describes the implementation of that portion of the court's order in Samuels relating to retroactive class member cases; that is, those cases which were not administratively active at OHA on or after August 24, 1987.
