We previously issued these instructions as Staff Guides and Program Digest (SGPD) Bulletin III-1 (86) on July 31, 1986. The SGPD is now obsolete and is replaced by HALLEX - the Hearings, Appeals, Litigation, and Law (LEX) manual. We are reissuing SGPD Bulletin III-1 (86) as HALLEX TI 5-419.
In reissuing these instructions, we converted the material to the HALLEX format and updated information in section VII. To reflect current contacts and telephone numbers.
Remove SGPD Bulletin No. III-1 (86).
In the binder for TIs, insert TI 5-419.
